If I want to cook the piece of meat like a steak or maybe tips, how can I keep it from getting tough?

prepare a marinade or rub that includes meat tenderizer. I use soy sauce, worchestershire, sea salt, garlic & onion powder, a little mustard, and red wine. Let this sit in the refrigerator over night. If you can marinade it for 24 hours its even better (turn or shake regularly).

when you cook it remember to sear both sides to keep the juices intact and baste it while it cooks.

Either as a steak, or steaklettes, if you'll excuse the term, or beef tips, put the meat over a medium heat and cook it lightly until you see the juices surfacing on the first side. Flip the meat, or stir it, and watch for a little moisture to rise to the surface on the second side. Take the meat out and serve it. Depending on the thickness of the meat, it should be done within no more than five or six minutes.

you have to cook them over a high temperature
also
they sell a sprinkle on meat tenderizer at the grocery store in the spice isle - which gives the steak a really nice flavor

Marinating it always helps! To keep it juicy don't over cook.... and turn the meat over with tongs- don't use a fork or other piercing tool!

Put it in the freezer until it is semi frozen then slice it very thin across the grain and use it for Philly Cheesesteak sanwiches, MMMMMM I did this just the other day.
