It is a good idea and I basically agree with it, however, what about tourists?
Have passport will serve...

Ummm no. How would you even know if they are an immigrant. Are you just going to assume everyone of a certain color is an immigrant and demand a greencard? Or a birth certificate from citizens? That would be utterly stupid and you would lose alot of business considering its recommended not to carry those documents around with you just in case your mugged or robbed.
