With everything you say and everything you do. The way you make a person feel wanted, needed and desired says I love you better than any other way. However, say the words every day as well, because saying it is always reassuring.

Very carefully. It's very hard to tell the difference between "love" and "infatuation" or just pure "lust". No one should be in a rush to tell someone that they love them, because if you find out later that you were mistaken, it results in someone getting emotionally hurt. When you have gone with someone long enough (as long as it takes), then simply look deeply into their eyes and say, "I Love You." Just be careful that you don't scare them off - lots of folks have problems and fears about committing themselves to just one person or to a long relationship.
