It sounds like your friend needs to learn to be more approachable. Maybe he comes off as too serious. Tell him to show his light heartedness in a crowd he will surely draw a crowd. Women love men that can make them laugh.

Set up a dinner party. Invite likely girl, invite friend and your girlfriend. give them time to talk. Let fireworks ensue. make them name a baby after you. Not necessarily their own, any one will do.
