If you mean just the number nine by itself, then one.
If nine can be paired with another number, for example 19, then the answer is 11.
7 would be greater than 10 if 10 split up and became just 1 and 0.
--------------------------------------------
I was wrong, the answer is twenty 9s.

it's 20. you have 9, 19, 29, 39, 49, 59, 69, 79, and 89 plus 90, 91, 92, 93, 94, 95, 96, 97, 98, and count twice for 99 (since there are two nines in this number). So, a total of 20 9's

9,19,29,39,49,59,69,79,89,&99= eleven nines.
I don't get the second one stated: IF 7 8 9 what make 7 greater then 10? Will you improve the wording of the second question. Even if I don't know someone may if they understood it.
I will haszard a guess; 7 is a number that is greater than 1. The 0 added after the 1 is what increases its value. If added before as in 01 then its value is less than 07.
