I think that you can make a commitment to him that you will stay in contact and when he comes back if you still feel the same way then you will be together exclusively, but still date other people. And stay honest with each other about the other relationships

How do you feel about him? Strongly enough that you could faithfully be with him in this long distance relationship for four years and go through the worry of him being on a mission or not? You must decide because if you don't you'll only be chetaing yourself.

Have you sat down and asked him his feelings? It would seem that maybe if feels the same and you believe he could be Mr. Right then you should wait, then again you may want to see where it goes, or maybe you could both "casually" date other people and resume when he returns, just be honest with other people so that their feelings aren't played with.
