When you are baptized as an infant you have become a member of the church but only because your Godparents spoke for you in rejecting Satan etc. At Confirmation you choose to become a member of the church for yourself. And, part of being Catholic is receiving all the Holy sacraments of which Confirmation is one.

To be a member of the Catholic church, you get confirmed and take a name of a saint ... don't you remember the verse of the Bible where you get confirmed? (just kidding on that last part, because it is not in the Bible)

When you are still underage and can't make a thought-out decision, you are given the responsibility to CONFIRM that years of brainwashing and your parent's decision to baptise you, is also your own honest decision to be a Catholic.
