For current, digital SLR camera's, I'd have to agree with the Nikon D50. There are two or three Pentax models that are cheaper - the cheapest of all being the *ist DS for under $400 - but the Nikon D50 is the best value for money. The body costs $550. Add a starter lens and a 1GB memory card, and you're set for under $800.
... of course, I might be biased since I own a Nikon myself :-)

Digital or film ?

spend your money on the lens.
get a used nikon n90, that will let you use all the nikon lenses ever made except a very very early ones.
You can find some fine manual focus 135 mm lenses for dirt cheap that are great for portrait that will work on this body. On a too new camera, you won't be able to use the aperture ring or won't be able to use the lens altogether.

in digital depending on what you want, there are some slr with fixed lens that are quite cheap. the olympus D20 is probably cheap now and is a fine camera.
Why do you need an slr ? is it for the interchangeable lens or because you want to see what you are getting exactly ?
