There is this really lousy lawyer who dragged his feet all throughout some job we gave him, and one of his colleagues wrote this phrase about him, but since I am not really good with english idioms, I wanted to ask what he meant to say about this bad lawyer.

To me it means, court cases he finds worth a challenge, he will get up and go all out and win for you. But something mediocre, beneath him, not much of a challenge or not important to him, he will drag his foot on, it's not a priority for him to get right on it.
