My brother was making fun of me and he said my balls havent dropped yet. What does this mean?

when born males of the human species testes are still suspended in our stomachs and then as we stand and walk and ply the come outside of our bellys to say your balls havent dropped is to say you are a virgen or an immature person or just a general insult about your lack of developement as a man or person

Infant thing. Testicles are on the inside for awhile after a boy is born. They drop out .
On rare occasions they do not drop and, if uncorrected, the boy will be sterile.
