If u mean NO Operating system... almost everywhere sells desktops & laptops and many of those places may have no-os units available (usually just websites like Tigerdirect).
Retail often wont thought the 'retail repair - mom&pop computer stores probably would..
www.tigerdirect.com would be my choice for a NO-O/S unit.

By programmed I assume you mean it has no operating system on it. Any computer or laptop can be turned into this by formating the hard drive on the unit and not installing an operating system.
You can download a bootdisk ( a CD rom or Floppy image you can boot the computer from) from http://www.bootdisk.com/bootdisk.htm
If you get one and boot the disk by following the instructions on the page, then at the c: prompt the command is 'Format c: /s/v'
This will format your hard drive (***You will loose all data on the drive***) and put on a basic DOS you can boot too.
