I've been told that if you go first thing in the morning when the shelters open, you may luck out and get a small dog. In NYC, the small dogs are the most popular.

There's also an animal group at the southwest corner of Union Square Park, on the weekends. There's also a more exclusive one that I don't remember the name of. Most of these groups require you to pay for neutering and a small fee for its basic care.
Maybe I'll run into you one day. I'll be the Asian New Yorker with the 5-lb Yorkshire Terrier.
