What an excellent question although very difficult.

Every parent, in my opinion, should raise their children in accordance with their own belief and value system.

However, the parent probably would like to take into consideration the practical needs of a child growing up in our confusing and sometimes dangerous world.
Having the skills to survive are not enough. I think that parents have a responsibility to raise their children in such a way that they will not only survive the future but will flourish and grow.
I further think that with the above said the question remains: " what will give my child the best chance to make the most of life?"
I think that teaching the fundamentals of morality can be achieved without religion.

No, it is not. If the child is deprived of food, water, love, shelter or real education because of religion , it is wrong. Otherwise it is the parent's choice. When the child is old enough, they will choose their own direction.
