OK here is the problem... why does the sky or ocean have to be blue??? Children at this age need to be able to paint the ocean red and have the right to call it an ocean.
Also, shouldnt the students think of things to collage?? What is the point of the learning engagment? Let the students think abstractly about the color blue and find thier own images or create their own images.
It sounds like this art lesson is boring and product centered. You should create an activity that focuses on the process instead.
If you do a monthly theme and this month is blue then please try to find something meaningfu and worthwhile for the students.

The lights on a fire engine,police car and ambulance,the big house the bear lives in,who lives in the blue house in Ballnamori and all the others like water,sky etc.

Theres a blue butterfly,parrot,blueberry a blue biro (pen).I have a African Peacock Cichlid) hes a tropical fish im sure you will find a photo of them hes a dark blue sure the kids would love him.

the sky, blue berries, some birds like parrots n kingfishers have some blue on them and you can get blue lobsters sorry that is all i can think of, but when i go into playgroup 2moro i will ask for some ideas and then edit them in if i get any

food colouring is a good thing you can colour your play dough colour your water, make some buns with blue icing, blue blotting paper, blue bricks blue chalk blue crayons blue toys blue jumpers, picutures of a blue sky get children to bring in something blue it works and the children love to see there toy on display.

arent dolphins blue?, what about some walt disney charecters like baloo the bear from the jungle book or flounder the fish from the little mermaid,, some tropical fish are blue. i hope the kids enjoy there project good luck!

Picture of planet earth, jeans, peacocks, Thomas the tank engine is blue I think, Blue winged butterfly's, bluebells, swimming pool, sky, sea, blue wool. sorry ran out of ideas now. If I think of anymore I will edit. :)

There's always the blue mountains of Virginia, but actually you should be getting them to do it themselves or they will not learn investigating and creating skills.
