This depends on the state that you live in. I would contact your state's Department of Revenue. They enjoy hearing anything about a company not paying sales and use taxes or others

Regarding your alledged problem:
TAX INCLUDED:
1. Some companies do not collect "extra or separate " sales tax but are permitted by law to say that the tax is "INCLUDED" in the price of the merchandise or the price that is billed. Therefore, before I'd be reporting someone, I'd be sure there was something to report.
STATE AND FEDERAL TAXES
2. State sales tax is governed by the state while Federal tax is by the Federal Government, so right there you know whom to contact. Do a search online for state tax and your state's name.
GOES AROUND COMES AROUND
3. What goes around comes around so if you are thinking of reporting someone for something, be sure that you are up and above board on EVERYTHING in your company including keeping your streets and sidewalks clean so that you don't get summonses. Are all your taxes and paperwork up to date? If so , then you have nothing to worry about. But just suppose as you report this company, that the IRS person or the state tax person decides to check y our name and your business or your personal tax reports --just because they have your name and info handy --on your report?
4. TIMING
Timing might be important when you are reporting if you do choose to report. Don't report around the time when EVERYONE is sending their taxes in -as this is their busiest season.
5. THE REPORT:
See if there is an official form to report. If so, fillout the form and if not, send a clear typewritten letter, very short and very to the point and use that as your report. INCLUDE all details like addresses and phones and a way to reach you . Keep a copy of your letter and send the one letter off during a non-busy season.
6. PHONE
Or you might be able to report by phone. This is quickest but know that your phone call might be monitored or tape recorded as most business calls are . So think before you call. Write down all the numbers and phones before you call. Have it all handy on index cards . And then phone it in during a non-busy times (Don't phone during lunch or dinner hour) . Keep a record of names you spoke with and the numbers you called. (YOu can ask if there is a reward also, because sometimes the government gives a report for people found during a report.

Contact the state treasury department. They will want to know!
EDIT: Make sure before you report them that they don't pay sales tax. Just because they don't collect it from customers doesn't mean that they don't pay it. Note that in certain states, certain items are exempt from sales tax.

You can call the IRS and they will take the information. You can call anonymously too. You can also write to the IRS and provide the information.
