Is there political motivations behind what units get deployed when?

My little brother is a marine reserve from an artillary unit in Pennsylvania, some have speculated that he hasn't been deployed (till now) because of the lesser support for the war in PA... (prior to the 2004 elections) there were four units? of marines that hadn't been deployed to Iraq yet, 2 in PA and 2 in Ohio, both swing states.... seems curious to me... or is it just chance?

Chance and the fact that artillery is not in much demand in Iraq.

Highly doubtful, unless he's a member of the National Guard, in which the Governor would have some control.
