I do not know if somebody out there is quite stupid enough to try that knowing that they would be obliterated in no time. Though I could see Iran trying to compel Hezbollah to do the dirty work for them leaving the poor Lebanese holding the bag.
I think that if we get hit we should promise Iran, Syria and Saudi Arabia that they are the ones who will pay the price.

do you think the Americans would have nuked the cities of H&N if the japanese had the nukes. NO. it would have brought equal destruction to the americans may be more.
for sure no country would nuke america, but if it gets into the hands of terrorist, though they wont be able to launch it through missiles they might try to use it in other ways.
they might try to attack the nuclear installation which would equal a nuclear attack(hope not) but its highly impossible. i say this in comparrison to how planes were used as missiles
