DUDE...DON'T DO IT!!!! But if you decide to, make it a special intimate moment for the both of you. Public proposals are crazy. This is a private moment you will remember the rest of your life. There is no need to involve others. The dropping down on one knee is traditional and a great touch.

First, ask her father for her hand in marriage. That's usually the traditional first step.
After that, it's a matter of what is special to you both... but the more dramatic, romantic and memorable you make the proposal, the more she will be delighted with you.
If it were up to me, I would propose during a roller-coaster ride with flip cards (or something that could be heard over screaming). That would get her heart racing in more than one way!

if you want to propse a girl, you have to be sure that you love her and she loves you.
You have to be sure that she didn't cheat with anybody.
If you are sure, make it a surprise.
for example you can first ask these stupid questions and then ask will you marry me.
