If the amp pushes 1400 and the subs push 1200 or even 1400 watt amp wit 600 watt subs

your question is very confusing... but I'll try to answer.

You should try to match ratings of your amp and speakers as close as possible. Not sure about car audio, but in pro audio, the rule of thumb is to use an amp that outputs about 1.5 times the rating of the speaker.
So, if your speaker is rated at 600 watts, you want to drive it with a 900 watt amp. That way, you can turn it up without clipping the amp which will melt voice coils in the speaker.

Under powering your speakers or subs is the worst thing you can do,because under powering causes clipping of the amp. Which more or less is: amp trying to reach the needed wattage for the speakers at high volumes but it can't quite do it. My system i run 200 watt speakers with a 1200watt amp.Now that may sound like alot but more importantly you must look at rms wattage,because that's what the steady out put of the amp or speakers is.Closely match those and you have a good sounding system.

Speakers should be rated higher than the highest output of the amplifiers driving them, else you'll just smoke them.
The only alternative is to limit the output of the amplifiers to below what the speakers can handle.

You'll still get excellent sound quality, since you never have to worry about your amps clipping, which when it happens hurts the ears and the speakers at even fairly low sound levels.

What are you talking about? Your subs "push" nothing. They receive power, and transform that power into an audible frequency. That amp"pushes" power. But I still don't see what you are asking.

Reckon you are gonna overdrive your speakers. Get the optional replacement policy.
