It's only a month away. Not much different than now. I have attached the forecast for Victoria.
Between heatwaves and the current cooling period, temperature have ranged from 65 to 95 F(20 to 30C) it can dip down to 50 overnight.
it rains less in Victoria than Vancouver. Averages 1.5 inches for the month of September and less in August. So it isn't likely, but possible.

Victoria has the mildest climate in Canada, because it is right on the sea. It's a little cooler than other places in the summer, due to the moderating effect of the ocean, but it is also a lot warmer than most other Canadian cities in winter, again because of the ocean.
September is an especially pleasant month. Often in Victoria, there is an 'Indian Summer' - after a slightly cool spell, the warm weather returns for a couple of weeks, as though everyone is being given a last chance to enjoy summer activities before the autumn sets in.
Try googling up weather forecasts and type in Victoria for a long-range forecast that will give you a 30 day prediction.

I was there this time last year -- and although the people said it was so hot -- I was quite comfortable. Coming from the midwest, I found it very very nice.
No need for air conditioners at the Empress in Victoria. That tells you alot.
You will love it and you are going at an absolutely wonderful time of year.
Enjoy !!!
