I keep my dog in the garage while I'm at work, so he walks on the concrete all day long. What can I do to make the bottom of his feet not get so rough from the concrete?

You can put a little oil on the bottoms of his feet to help the roughness, massage it in and wipe the excess off.

If his pads are cracked, try some bacitracin ointment. (brand name Neomyacin) This will help soften his pads as well as provide some antibacterial protection to allow his pads to heal.

To keep them soft, try Vaseline once or twice a week.

Also, I hope the garage is cool in summer and warm in winter an that your pup has plenty of water available.

If his feet hurt, then you might consider getting some cheep carpet, second-hand or at Wal-mart or something. That way he will have at least a spot to go where his feet won't keep getting worse.
