well if you tell them the truth you are going to feel bad, if you don't tell the truth you are going to hurt their feelings and the thing is people just want to everywhere no matter what the occasion. All you have to do is probably plan a day with them and tell them that the party is not planned by you it was done in the privacy of your parents and when it was the last minute you were informed to invite 10 people. Let them feel welcome even though they were not invited don't let them feel as if no one is special than the other, take time to let they feel as if you had nothing to do with this and then they will decide to plan a day where every one can be together and you'll be fine trust me just take deep breath and don't feel as if you betrayed none of them, keep your cool and remember to always smile.

The whole Idea of Invitations os to invite certain people, the uninvited simply do not get an invitation..... Kinda like a tennis tournament.. it's not the My Open party, it's an invitation only party.. No invitation, no entrada...

Just apologize profusely, and tell them your parents won't let you invite any more people. Keep telling them how sorry you are, but they already imposed this limit, and you can't talk them out of it. (It could sound like you had started inviting people, then your parents cut you off -- so it won't sound personal.)
Keep emphasizing that your parents insist it be SMALL.
When I clicked in, I was going to chastise you for talking about your party in front of the uninvited, but it seems you didn't do that.
And have fun at your party!

Apologize to them and say " will invite you over next time... but for this time all invites have already gone out and accepted!"

Tell them it was because of the small number allowed not because you don't like them. And then, to show your integrity, ask them to do something else (go to a movie or whatever) some other time.

Be tactful and just say that you've had such a big response that you can't invite any more.
