It is a blessing "to be nice to mean people".
Mat 5:7 Blessed are the merciful, because they will be shown mercy.

It depends on the expected consequences. If someone is consistently mean to you, it really doesn't make any sense to show them kindness in general. But if someone is generally mean to others, but not to you, then sure. It can also make sense to be nice to someone mean if you expect to get a sale or something out of it, or if they have the power to seriously harm you for failing to be nice to them.
