If you are asking about using a registration you just look at the paperwork; if you are asking about using the plate to find out the current owner, it's highly unlikely due to anti-stalking laws. Rebecca Schaeffer of "My Sister Sam" fame was murdered by a neurotic fan who used DMV records to find out where she lives. Some states may allow you to request this information but there are only a few.

I'm not aware of any currants that own a vehicle. Are we talking black ones or red ones. Not that it matters.

I see the dried fruit lovers are here.
The only people who are allowed to know are the DVLA and the Police.
Or you could follow the vehicle to it's final destination, and ask the driver who they are.

I thought cars had to be registered to its owner? If so, it's on the registration.

You need to get a form from DVLA
They want £3.00 I think.
But you have to give a valid reason for wanting it.

well, you could find out if it belongs to a sultana, but you'd need a good raisin for asking or you'll be on to plums.
