The definition is not precise ("one man's freedom fighter is another man's terrorist") but terrorism, in the sense most folks think of it today, is defined by certain elements that don't usually define a gang.
Terrorism invovles violence, usually indiscriminate, against INNOCENT people. Gangs also hurt innocent people but American gangs usually target their violence at some group.
Terrorism also is meant to achieve some political or social end. American gangs aren't usually reported to have this kind of motive when they act.
I define terrorism as the indiscriminate harming of innocent persons because a person or group lacks political power.
On a side note, terrorism must be dealt with harshly. It is not playing fair. The US has its drawbacks, but we all do, but we play with some modicum of fairness. We must isolate if not outright stop those who don't.

There is two reasons :
1. There is a huge danger,because if police would use the whole Patriot Act, Usa would be a police state, where all crime are considered terrorism. But what is "terrorism" accordind to Patriot Act ? Everything that disagree with the administration in power....So anyone who whould say Bush lied about this or that, even if he can prove it, they could even ship him to Guantanamo, or Abu Gra'ib, to torture him and make him "admit" whetver crimes the administration would find conveniant...Patriot Actr is "1984" of Eric Blair ( George Orwell)
2. You are manipulated : 1 way they pretend security and other **** like that to make bussness war all over the world, but when it come to real crime.....but anyway, they like gangs, this is a ...reservoir of crimes : makes job to judges, polices, lawyers, etc. it make run the economy. Sorry, I even deeply think the C.I.A. still dumping drug on streets, especially crystal Meth and crack, and heroin....the most controling, addictive drugs....remenber Harlem, it is well known that C.I.A. started the heroin epidemy, to control the black peoples....
Those gangs pass agreements withpoliticians like to reduce violence ( public attention ) in exchange, they can deal all they want, in peace....

LOL no there not lol I'm a gang-member and I'm not a terrorist lol. If you classify a gang you might as well trow the girl scouts and boy scouts car clubs and any other type of club. the NRA all of these clubs then would be classified as terrorist even all human being we all have the power to hurt and to cause cayuse.
