Not necessarily make out a whole lot but a kiss can be done. How would you breathe under water...and obvously other things can be done underwater.

Ive tried it before and its fun, especially if you have a lilo and youre both out to sea where no one can see you.
If the girl lies on her front over the side of the lilo and then the man enters from behind!!!
Its really good.

ya but it is really hard.you have to like take a deep breath.you will get water in your mouth though
