Quit enabling him by giving him money, food, or a place to stay. He is an adult and makes his own choices. I know it may be hard for your mom to watch him suffer but he is responsible for himself. She has done all she can and now it is time for him to grow up and take care of himself.
Good luck!

There are places that help people like your Uncle. The Salvation Army is one. Anyway...if your family doesn't want to deal with him anymore then maybe you ALL should have a "family summit" and invite Uncle over and share your concerns with him. He needs to know that it's gone to far and no one wants wants the responsibility of taking care of him anymore...especially if he's not going to contribute or make any effort to controll himself.
Your family needs to find a list of places that he can go voluntarily to get the help he needs by people that will help him. And let him know that the family just can't affort it anymore! It's to much financially and emotionally.
If he can't do anything about himself with your help. Then he needs to find his own way. Show him the door. At least you tried. You can't do anymore than that.

I have been in a similar situation with my sister. My whole family kept giving and giving until we gave out. We finally put our foot down to her and said, get a job and get off drugs because we are not going to supply your habits anymore. She did get a job and she does not ask us for money anymore. Get your mom to stand her ground. He will not stop getting a free ride from your family until your mom does like her brothers and sisters done and say NO!

There are problems of this nature in some families.Your mother can invite all her near relatives brothers, sisters and have a open discussion with him .See what he wants to say. What is his expectation from his near ones and to what extent they are in a position to fulfil that. Some solution may pop up in the meeting.

Does he have some type of mental disability? If so, there are organizations out there who can help him. If he is doing this because he is just lazy - cut him off! Don't let him get any more of your family's hard-earned money so that he can sit on his butt and do nothing.

Somehow, get him into one of those places that can evaluate him. Maybe he has something really wrong, and would be better off in a facility. He must be miserable living like he does now.
