He has enough money to buy clothes. His clothes make him look like a begger. I don't know if he just doesn't care about his appearence or is too cheap. He is really a nice guy so I have trouble understanding what his problem is. People may say it is his problem and not mine but I'm sorry. I just don't feel comfortable being seen with someone who has so little regard for their appearence.

There is no easy way. Tell the person and offer to go shopping with them.

If its a freind, dont tell them, it may be more complicated than you want it to be. Just let them be who they are and look past the surface. If you are thier boss and it is a matter of proffessionalism than you may want to consider bringing it up in a non aggressive manner. Say something like "Boy I just cant seem to get dressed fast enough in the morning and think to myself, boy it would be nice to have some new clothes to wear instead of having to wear the same stuff all the time". Say it from your personal experience. They will easily be able to relate it to themselves without you pointing fingers or making any comment about them at all.
But seriously if its your friend, leave it alone and let them be.

There is no easy way to tell them, but here is a tip my sister gave me and it worked on one of my co-workers.

Well, if what they are wearing bother you that much, you should try to understand their circumstances. Do they not have the money, do the have a hard time finding their size, do the just don't have the time to go shopping or do they just like that particular outfit.

Depending on their circumstance, for their b'day or christmas, buy them something that you would want them to wear and tell them that you were in the store and you saw this outfit and it reminded you of them and you thought ti would look really great on them. Make sure you tell them that it compliments a part of their body as well. When that happens, they would feel really good about themselves and when they do go shopping they would buy similar styles that you bought them.

It worked for me, I hope it worked for you.

If the clothes are washed every night and are neat and not wrinkled, what harm is it doing you?

If, however, the opposite is true...well, I'd say something like, "I like those pants. They must be comfortable because it seems you wear them every day!" and hope they take the hint.

WELL, IF STRAIGHT UP TELLING THEM IS NOT ENOUGH, GO TO THE THRIFT STORE OR CLEARANCE RACK AT A DEPARTMENT STORE AND PICK THEM UP NEW PANTS AND A COUPLE OF SHIRTS. WE GAVE THIS GUY SOAP AND TOOTHPASTE ONE TIME AS A HINT, SO MAYBE IT WILL WORK FOR YOUR FRIEND ON THE CLOTHES

Say it:

"....Hey you looked good in this outfit for the past 2 days but you look different in the same outfit today.

Did you do up your hair or something...certainly there is something different in the SAME OUTFIT compared to last few days on the SAME OUTFIT...."

When he takes off the outfit that you're tired of seeing, throw it away. Buy him something new that you want to see him in and he'll have no choice but to wear it.
