Does a car purchased from outside California need a smog test?

Assuming it has the 50 state sticker.

If you bring a car into the state of California and want to register it (or are required to), then it does require a smog check.

FYI: a car with less than 7500 miles on it that does not have Ca emissions can not be brought into the state by a Ca resident.

If you plan on driving it in California, then yes.
