Be sure to get enough fiber (ex, whole grains, fruit, vegetables, NO white rice or breads!) and drink water. Do crunches and lift a few free weights on days you do not do cardio. Plus, each diet takes up to six weeks to see results.
Keep it up! Also make sure you calories are with in a limit of 1500. You may want to walk on the non cardio days for 30 minutes, you will burn 200 calories!

Exercising is great but there are a few things to consider. Are you exercising enough? Just because the diet is low fat does not mean you are consuming LESS calories. Have you been eating more? WHat kind of exercises have you been doing? Its impossible to gain weight if you expend more calories then you take in. Maybe the buldge you THINK you are seeing is showing because some fat elsewhere as been leaving?

Low fat isn't necessarily low calorie. You could still be eating too much.
See the reference for information on exercise and weight loss.

If you're a female it could be Ovarian Cancer. It is a silent and deadly cancer with no symptoms except for what you describe. GO to a doctor now. Get a CA-127 blood test run. Make your doctor know you are serious, too many just blow it off. My wife went through this, a doctor just told her it was 'lady problems' for over a year. She finally went to another doctor when she lost bladder control. By then it was too late. And don't let them tell you you are too young for it!
If you're a dude, I dunno. Mebbe yer just gettin' old.

You're probably not holding it in when you do your stomach exercises. Try pilates and core exercises. http://www.womansday.com/health/10443/pilates-101.html
