I suggest The GIMP. It works JUST like Photoshop, and is completely free. You can also go to other sites and download custom brushes and other plugins, which are all also completely free. And it takes up WAY less space on your computer than Photoshop, which for people with small hard drives, is VERY helpful.

When downloading, make sure that you get the Windows version, AS WELL AS the GTK+ installer. You absolutely have to have this installed before you can even install GIMP. It's one of the very few annoyances with The GIMP. But, once you install GTK+ and The GIMP, it's smooth sailing.

yeah, Gimp (GNU Image Manipulation Program) is great. It's an open-source (meaning: free) software that emulates Photoshop. Just type it into a search engine and it should be one of the first few to pop up. Typically, it's more complicated to download onto a Mac than a PC, but it can be done.

The GIMP works very similar to Photoshop, and it is freeware.
Simply install the runtime environment and then the program itself and you're good to go
It doesn't handle filters near as well as Photoshop, but basic editing works great and in some aspects I think it's better, but that's just me. Also, it doesn't handle memory management as well as Photoshop, so if save regularly if you are working for a while.

goto gimp.org and download an opensource program called the gimp, it is a different interface, and you do things differently, but you can normally achieve close to the same result
