can you install an operating system just using the licence number

yes
copy the disc onto a 2nd partition on the hdd
open the file and click install
done this with 95 and ME yesterday
if you want a start up disc with rom drivers i have the files
need e-mail address

You will need some sort of installation floppy disk set or CD along with a working license number.

Windows 98 can be installed with just one bootable installation CD, not sure about Windows 98 SE.

Not entirely sure what you're asking here, but here goes anyway.
You cannot reinstall Windows without the, where would the computer get the data from?
I think what you're refering to is "rollback" - where you rollback your installation to a previous save point. I don't think Win98 came with this feature as standard, but I know there were plenty of programs to do this with.
By the way, what are you doing still running '98? At least try 2000, much better O/S in my opinion.

yes you can but its easier to use the disks,if you have lost yours well just go to http://www.bootdisk.com/bootdisk.htm , and download the appropriate disk and then run them after inserting a floppy disk in your floppy drive,this will make you a windows 98 start up disk and will speed up your installation process
if you want to install without a disk then you can either 1) go into the windows folder and look for setup,this will run setup again,but wont delete any files or 2)use a 3rd party dos program such as calldera dos,and enter the setup command as per normal,but i would download the start up disks and install as per normal,this way you wont encounter any problems during installation

No you cant.. you need the software from the CD to install ..

If you do contact anyone about this issue DO NOT give them your license key. since this will allow them to basically steal your copy.

if you need the software you can download windows 98 media from shareaza (www.shareaza.com) after installing the software just search for windows 98 cd or windows 98 iso and burn it onto a cd..

then you can install.

No and Windows 98 is not supported by Microsoft anymore,withdrew they're support about two weeks ago. This means you will not be able to fault find on their 98 website, however, I sure you will find forum websites that still offer help and advice if you get into a stuch.
