I have a five month old shih tzu and I know he's still cutting teeth but geez! When I want to just pet him he wants to chew on my fingers or my hand. And when I tell him no, he just keeps on doing it? Any suggestions?

You always try the most positive method first:
Some ideas for discouraging finger chewing: when your puppy clamps down, let out a very loud YELP in imitation of a hurt puppy. Then, fold your arms and ignore him for 10 minutes. With very young puppies, this sometimes works wonders - it's the same thing that happens when they get too rough with another puppy. The wounded puppy yelps and runs off, refusing to play for a bit. The yelp must be startling enough to stop the behavior. If nothing changes, you probably weren't a good enough actor.

That should do the trick, unless she is prey driven, which a shih tzu shouldn't be. however, if it doesn't fix the problem this will work:

To introduce an element of "natural discipline", hold the pup pressed against you with one hand, place your other hand over the top of his muzzle, gently pressing his muzzle towards his chest as you say, in a low, growly tone of voice, "No BITE". If they begin to throw a tantrum and thrash around trying to bite, just hold the line until they "give in" and "say uncle" (quit resisting). You should not find it necessary to get aggressive with a young puppy. Simple restraint is usually enough to get the message across.

When he bites tell him no, hand him a chew toy, and ignore him. After some time of this, he will realize he gets no attention from biting.

My vet said you can also try grabbing(pinching) them by the scruff of the neck. That is what their mother dog would do to stop the biting.

Obviously since it's a Shih Tzu you can't grab it by the muzzle, snout, nose or any other protrusion from their face since they don't have one. But you can grab them by the chin hair and slap them upside their head and say "No" in a very loud and forceful voice. Usually works for me!! Good Luck!!

Get your dog to know you well. Hold out your hand to let him sniff it before you try to stroke it. If the dog is resting or eating, he may not want you to touch him. It's a good idea to watch the dog's mood when he does different things, so that you know when is the best time to approach.

When he does that, just grab him by the muzzle, hold his mouth closed, and say "NO BITING" then let him go. Offer him your hand again, and continue until he learns.
