People with jaundice usually have Hepatitis and no, you can't donate. Newborns have jaundice, but it's because they're liver isn't working properly.

Yes, as long as its not because of a contagious disease like Hep C. There are many causes for jaundice most of them are not due to a disease that is contagious.
