can someone block a pathway that people have used for over 50 years?

it used to be if a person has walked over the land for 12 years and never being challenged then it could become a footpath/right of way.
But this time was increased to 20 years or more sometime ago..

I am not sure that this helps . It may jog someone's memory. I haven't needed to know the answer for about 35 years, but it used to be after 25 years of constant use.
I wouldn't think that they can. Do you have access to the deeds of the area that the footpath covers. You can see from them if there were any covenants regarding issues such as these.

From what I know in the states that I have lived, a footpath cannot legally be converted to right-of-way [public property] without court consent to annexation, in which case the propetry owner must be paid fair market value for that area of land under eminent domain laws. If an owner is in opposition he must show that he has attempted to prohibit past "trespassing", and that the property is of no real public value.
