TV and radio are the most powerful tool out there today in terms of info. I am from the Caribbean and I would say that 99% of people at least have 1 radio. IT is possible to not have a TV but they'll have a radio.... ANd even if a person that may not have 1 of these items of entertainment will at least have friends that have em. (Thats true for the Caribbean. For Africa, thats a different situation)
Put a lot of commercials concerning HIV, how to protect yourself from it. How much would it cost a person to treat him/herself (the cost alone should scare a lot of teens away). Emphasize on what has to be done to avoid it, and how horrible it would be to have it. Also give out information on where they can get a free condom and or HIV tests for FREE and without any judgement or release of information to other people.
For a place like Africa, I would start putting small clinics in rural places... Put as many little clinics as possible. Maybe not even clinics but many moving vans that can test as many as possible and spread as many condoms as possible.

I would go down with pamphlets, condoms and a few people in varying stages of AIDS .. and hold rallies to educate.. while passing out condoms and pamplets.

I would make every child MALE and FEMALE get the NEWLY APPROVED VACCINATION for HPV virus. This would start between the age of 11-12 yrs of age. IT WOULD GREATLY DECREASE CHANCES OF SPREADING THE VIRUS.
