Pop3 is a function of the mail server, not the wireless connection. Check with your ISP or mail service to see if they have POP3.

Yes. If You have Internet Connection ( wireless, Broadband, Narrowband, MidBand ). You can access pop3 Server.
Regardless any Internet Connection, rest of the Settings are default. If you have the right pop3 and smtp mail servers, you can access mails on your outlook express.
Most important is
1. Authentication is required.
2. Pop3 and Smtp mail servers should be correct.
3. Pop3 port and Smtp port should be correct.

yes you can use outlook with any kind of internet connection, but there is problem, you can or you cannot access pop3 server depends totallly on the security settings of the company.
pop3 server is the server which stores your incoming mail on the server. some companies do not let you access their pop3 server from outside their network for security reasons. you need to check with the company 1st whether they allow you to access the pop server if they do, then get their name for the pop3 server.
