I work out two times a week and I do strength training and abs and cardio both days. My muscle tone has increased and I've gotten stronger and have more endurance. However, I don't seen to be burning fat and the muscle is just building up under it, making my pants too tight in the thighs...I need help...any suggestions on how to get the layer of fat off so my clothes fit again?

you probably are burning fat and just don't realize it. if you are doing cardiovascular exercise you are burning fat period. do at least 20-30 minutes of vigorous cardio exercise 3 times per week. the other part of it is your diet. if you're eating like crap (fast food, soda, coffee, salty snacks, etc) then you're just putting the fat you burned off right back in. it's also best to work out in the morning before you've eaten anything. that way your body burns stored fat. if you eat first, your body will burn what you've eaten off first before it burns off stored fat. if you don't want to get bigger, stop doing strength training. it's simple, less reps with more weight results in muscle growth. more reps with less weight results in muscle definition, but less growth. also muscle weighs more than fat so it's possible, in fact probable, that you'll get thinner and actually gain weight. and muscle naturally burns fat so the more muscle mass you have, the more calories your body will burn naturally throughout the day. http://www.top10healthsecrets.com

You'll probably have to adjust your diet a bit.Don't fret about the muscle gain because you'll burn an additional 100 calories a day per pound of muscle added excluding the benefits of the metabolic stimulus added by your work outs.Just continue to eat healthy foods like vegetables and lean meats and some whole grains but eliminate things like bread, pasta.potatoes and any fast food. This will help dissolve the layer of fat and have you looking the way you want after a while.

Do more reps, like 15 to 20 for your weight training, and do cardio for longer, the rec. amt. is 3-4 times a week.

Homeopathic Treatment for Excessive Fat and Weight :-
PHYTOLACCA BERRY's Mother Tincture is perhaps the safest and sure fire way of loosing excessive fat around abdomen. With Phytolacca Berry once you loose the excessive fat and weight you don't get it back because you body takes care of itself after that and keeps you from gathering up excessive fat. It is prescribed after having a baby too, to get the tummy to loose its flab and to make it flatter and tighter. And after loosing weight with this you don't get flabby it tightens up the flab and skin along with helping your body to shed the excessive accumulation of fat around the girth
The dosage is 15 to 20 drops of the tincture in half a cup of hot water thrice a day half hour before or after meals.
Avoid Chocolates, Coffee, Mints, Red Meat and Carbonated and Alcoholic drinks while taking Homeopathic Medicines. You have to take it for at least 30 to 45 days after that you start to feel the results.
To the best of my knowledge its the safest and the most sure fire way of loosing fat and weight and keeping it of for keeps. Excellent remedy for Obese people who cant seem to shed weight despite trying.
Homeopathic Remedies can be found at all Major Herbal Stores or could be bought on line, In most of the world Homeopathic remedies are quite cheap and easy to find and they do not need a prescription.
Take care and God Bless !

P.S
Regular active exercise is advised with all weight loosing medicines and remedies :-) Take care
