The upfront cost of a dog is a small expense in relation to the overall cost so be sure you can afford the vet care and food for the dog before you buy it.
Then go to your local shelter and get a dog there. Plently of good dogs and less problems than any pet store dog and some breeder dogs.
If you want a particular breed do a search on that breed at yahoo with the word rescue - ex. "beagle rescue" then contact the rescue near you to see the costs etc.

Since you live in a townhouse, you should get a QUIET dog! The best small house and apartment dogs are actually BIG dogs (NOT toy dogs and NOT Terriers!)
If you don't have a lot of money to spend, adopt a dog from a shelter or look into rescuing a racing Greyhound. But remember - all dogs are expensive to maintain!
I highly recommend the Sight Hounds - Borzois, Greyhounds, Salukis and Whippets are terrific apartment dogs, as long as you can take them out for a long daily run. Inside the apartment, they are couch potatoes (like our Borzoi - Russian wolfhound) and you won't even know they're around most of the time. They are very quiet and easily housebroken and much better than most small dogs. Be careful if you're adopting a racing greyhound off the track. They are often fine, but some have behavior problems (like destructive chewing) from being locked in a cage with little socialization. Also, remember that sighthounds are hunting dogs and some will kill small animals (cats, rabbits, toy dogs) if they haven't grown up with them.
Find a good breeder by going to www.akc.org or talking to people at dog shows. You can also find info about the breed clubs on the akc site - they probably have a rescue group where you can get an older dog for less money. The best breeders will be members of their breed club, promoting healthy dogs with great temperaments. They should ask you a bunch of questions to make sure their puppy will be getting a good home. If all a "breeder" seems to care about is whether your check will clear, you can be sure he won't care a week later when the pup is dying from distemper or parvo and you want your money back.
Whatever you do, DON'T go to a pet shop, a flea market or buy one sight-unseen off the Internet!!!! You'll pay top dollar for what is usually a poor quality puppy mill dog. And you'll be supporting one of the cruelest industries in the country. The breeding animals are often kept in deplorable conditions - spending their entire lives in small wire-bottomed cages. They probably haven't been vaccinated against contagious diseases or tested for any health or temperament problems or genetic diseases - that costs money and cuts into their profits. A female is often bred every time she comes into heat. When her poor little body can't take it any more, she is often clubbed in the head and tossed into a dumpster or an open ditch. Most puppy mills ship their pups to pet stores at wholesale prices and many pups die before they even get there.

Check your local SPCA or animal shelter. They will have lots of small breeds that would be ideal for townhouses and they'll likely cost less than $250. If you don't find anything you want there, then try petfinder.com. You can personalize your search and find lots to choose from. Good luck.

Check with your local Humane Society, and also shelters., There are so many unwanted dogs and puppies out there its great if you can save a life. You could also try a 1 yr old and avoid all the accidents.

try a local animal shelter, they aren't too expensive (I think they just charge for the price of fixing the animal, the one in our area is only $60 to adopt). That way you can give a dog a second chance at a great home, and they aren't expensive

Poodles are nice and not large. Go to the local shelter for animals and maybe you can find a small size puppy there. Look at their feet if they have large feet, they are not going to stay little.

have you thought about adoption? i think pound puppies are great. i think they know they are being saved-rescued and are full of love because of it.
if you want a pure breed small dog, i can't tell you what to do except go to a breeder. they will ususally only sell the 'imperfect' ones to people who won't be showing the dog, and you have to sign something saying you will get it fixed (or they can come get the dog) asap.

go to petfinder.com and check your local listings of animal rescues, they are usually cheaper and a lot of them have puppies that were given up from an "accidental" pregnancy
