Why is the state of WV on so many alumininum soda cans?

Look on the top of your soda can and most likely you will see the state of West Virginia etched on the top... Why is this? I don't know if this is the case outside the Midwest, but it is the case here.

This is show that the cans are made from recycled volks wagon cars.

W V placed a tax on it. The symbol is proof that the tax is paid.
