i know a guy that insists the seats have to be forward on takeoff and landing because the weight would be off if everyone was comfortably reclined.

Your buddy's a moron, lol! It's a safety issue with OSHA pure and simple.

If you are reclined in your car with your seat belt on... what happens when you hit something head on? You will slide out of your seat belt into the passenger side foot compartment... they'll be able to bury you in a shoe box.

The declining of the seats are not related with the balance of the plane. It related with your body balancing incase of sudden jerk or slip during takeoff and landing. A pushed back seat will limit the space of the passenger sitting right back of your seat incase if there is an emergency such as evacuation due to an accedent on the ground or in the water. This is the reason all the flight crews insists for the seat in the normal position

This is partially true on small aircraft.
Moving back and forward on a small aircraft will move the centre of gravity on the plane. A few inches on a light aircraft or ultralight can make a big difference.
On a big commercial airliner the reason is safety. If you are leaning back the effectiveness of the seat belt is lessened.
The seat belt works against the hips(if put on properly) so you would have to be in an upright position just like a car.

no, its not true

consider the full weight of the plane, the amount of jet fuel and that weight, and moving the seats forward a few inches (along with the bodies in them) will have negligible difference on weight distribution.

its probably so that people will be up and alert at critical times, pay attention to stewardesses explaining emergency procedures, and so that people will look out the windows to orient themselves in case of an emergency exit

He's nuts, It has nothing to do with the aircraft balance. All passengers could dance or do the wave and it would not affect the performance of the plane. Airplanes are very stable.
