The shower is for 50 guests, and neither hostess' home can accommodate that many. Any ideas for less expensive venues in and around the capital region? Cheapest restaurant found so far was $13/person!

Find a local community center or a rec. room in a church and rent it out. Then you can bring in your own food and drinks. This is what I did, and it worked out really well. After the stresses of wedding planning, it was nice to have a more casual, low-key get-to-together with family and friends.

Depending on the time of the year, why not outside shower. Have it at a time of day that snacks can be served, ex. veggie tray dip chips, stuffed mushrooms.
