there was some kind of red pepper powder, and i forget what it was.

It probably just had one "spice" (Korean cuisine, unlike Indian or other such cuisines, don't use many spices): gochu-gah-ru (red pepper flakes).

What was the dish name? Bul-dak? Dak-bokkum? Anyway, here are more Korean recipes and information:

well,maybe it's the same powder Koreans use in making kimchi actually it's red chili powder..really strong one.
