Good question! Our world before the flood wasn't the same as it is now. Before the flood there was no rain coming from the sky to irrigate or water the soil, but a mist used to come out of the surface of the earth and water the soil. If we read the Bible carefully and try to go in between its lines, we could derive to how the skies were before the flood took place. Many scholars of the Bible agree that the skies before the flood were accumulating clouds all the time, but never had rained and people seldom saw the sun before the great flood because of the tremendous accumulation of these clouds. However, with regard to the mist coming out of the ground and watering the soil, this is written clearly in the Bible.
God does not lie to us, and the Bible is His word. When He told us that He would never destroy the earth by flood, He didn't lie. But also, if God destroys the earth by a different mean beside the flood that doesn't make God a liar. There will be another destruction of the earth, but this time it will not be through the waters, but perhaps through fire or other means. With regard to the rainbow, God assured man that as long as the rainbow may be seen, the skies will never hold so much water and cause another flood on the earth. Also, the rainbow is in fact the light refraction through the droplets of water from a scientific view. It is exactly as the refraction of light through the prism, or scientifically, it is the spectrum of light. God created every thing by knowledge and by laws he established the Creation, namely laws of physics. God has nothing against science. The laws of science or physics that have been discovered recently were known to God and were used and created by God when the big bang took place. The information about every thing in the Universe were utilized by God before the time of the big bang. The time it took the big bang to originate the universe, which science concluded that it was 10 to the power of -31 seconds is part of the information that God knew before the incident. All the information we are discovering now were utilized by God. What evolutionists disregard when explaining how the Universe was created is the information concept; these information which God used before He created our universe was utilized during His creation. It isn't chance neither is it random; it is the existence of information that requires the existence of a mind to control all the wonder of our Universe.

God did create the rainbow as a reminder that destruction won't come again. you can find this in the book of Noah. God said to Noah: i promise never again will all living beings be destroyed by flood; Never again will flood destroy the earth. As a sign of this everlasting covenant which i am making with you and with all living beings, i am putting my bow in the clouds. It will be the sign of my covenant with the world. Whenever i cover the sky with clouds and the rainbow appears, i will remember my promise to you and to all the animals that a flood will never again destroy all living beings. When the rainbow appears in the clouds, i will see it and remember the evrlasting covenant between me and all living beings on earth. I believe that the earth's atmosphere was different before the flood. It was more of a misty, foggy environment that saturated the earth. "But there went up a mist from the earth, and watered the whole face of the ground." Genesis 2:6. The flood is the first record of rain or drops of rain, and therefore, would produce the first rainbow.

Genesis 9:13-14 did not say there was no rainbow before the flood but that it carries special meaning since that day.
This is what my English Bible read.
But the original text -- Hebrew, is a rich and complicate language. We will need our Jewish friends' help to get the actual and full meaning.

So, it is an assurance that if it rains hard for many days, the earth will not be drowned to death.
The book of revelation discussed that the earth will not be destroyed thru water but thru fire.
