have software but it seems as if the discs are blank

You don't need any special software. Just take the USB cable that came with the camera and plug it into the PC. The camera will show up as an external drive. Copy the files over to your PC and you can use the Windows JPEG viewer to see them.

You don't say what kind of camera you have, but you can probably download the software online. Just do a google search for it, or go to the company's website.

Also, you do not need to install the software to get pictures from your camera. You can do this with just a usb cord or memory card.

You could put disk in drive and then go to explorer. select that disk drive and open in explorer window. You would probably see some .exe file like install.exe or setup.exe etc. Double click it and you are on your way.

The problem you are facing is common, if disk drive is not configured to autorun disks.
