Lebanon does not have a weak army for their country. Obviously they cannot match the military might of the U.S. or Israel. However, they are not weak due to lack of personnel or even equipment. They are weak because they are divided in their ideology. Half of their armed forces wants Hezbollah in their country and they believe in what Hezbollah is doing. The Lebanese government is concerned that if they send their army against Hezbollah half of them will leave the army and side with Hezbollah and start another civil war. Ultimately it is the fault of the Lebanese government and their people for their current situation. If the Lebanese people really wanted Hezbollah out of their country they could remove them.

Because for 30 years the country was in civil war between Christian and Muslim Militias, was occupied by Syria and partly by Israel and had no functioning government.

It is only comparitivly recently that the Syrians have left and the government has started to re-build the country.

The actual Lebanese army is 50/50 Christian and Muslim but is very small and under-equipped compared to the unofficial army of Hezbollah, which is still supplied by Syria and Iran.

Syria invaded and it wanted to keep the army weak, the Americans forced the Syrians out , but the Syrians and Iranian are using the Hezbollah as their defacto occupying force
