Start by talking to him and getting to know him.
Be his friend and if you feel a good vibe... and he may give you a hint of more... tell him.

Flirt with him first. Laugh at his corny jokes and give him sifdeways glances. Wear low cut tops. Look at him and let him catch you then quickly turn away.
Tell him you are streesed and need a drink. Tell him you are going to a bar. If the chump still hasn't asked if you'd like him to join you, say off the cuff "well are you going to keep me company"
Keep the flirting going with a few drinks and after a while you'll know he likes you too ;)

You can never be sure about his answer before making the question but you should go for it many guys like me want to ask the same question and can't from fear to be rejected. In any case remember that there are many guys out there and you will find the one for you, it just takes time and patience.

How do you know he'll say no? You said it yourself, he's a sort of friend. Cut the guy some slack, if he just blows you off he's a creep and not worth your time.
