I've got these annoying bumps on my chest and lower back. They just developed around the beginning of the summer but they've been hanging around ever since. They look and feel like whiteheads, but they are hard and if i try to pop them, it just hurts really bad or bleeds. What are they and how can I get rid of them?

heat rash...
condition in hot and humid conditions, such as in the tropics and during the summer season. Although it affects people of all ages, it is especially common in children and infants due to their underdeveloped sweat glands.

It is probley a heat rash.You can get ris of them by, cooling yourself down like when you go to bed sleep with you shirt off and your blankets pulled down and point a fan at your self.On hot days don't wear anything too thick like a sweater,wear shorts and a t-shirt,something light.They then should be gone in about a week or a little more.

it sounds like eczema. my son had problems with it for a couple of years. his doctor told us to use aquaphor and 1% hydrocortizone cream each 3 times a day alternating. it worked wonders for my son. both can be found at any drugstore good luck

maybe its hives or skin rash ...and it's hard because its dry...u could try hydrocortisone and neosporin ointment ..a thin layer over the cortisone after it is rubbed in if that doesnt work u should see a dermatologist
