That is a tough one. I would say no, but if I was in that situation it would be different. None of my cousins were adopted so I have always known hooking up with any of them was wrong.

Have you ever heard the saying, "It's not who plants the seeds, but who grows the tree?" If so, do you understand what this metaphor is saying? If no to both, it means that the "parent" of the tree (kid) is the one who raised and cared for the tree, not the one who simply dug the hole (biological parent) and planted the seed (egg, sperm)
You are raised in a family, are treated like a child who is loved, who has family gatherings, exchanges gifts, plays together as small children, did it matter then that the "cousin" wasn't blood?
My guess is you and they didn't give it a second thought, you were "family"
The idea of having sex with your mom, your dad, you sister/brother is no different than the idea of sex with any other "family" member; sick.
Think about what you may be risking to get laid. And I am not talking about STD, pregnancy, parenthood. If the urge is strong, stay away for awhile until you can ignore and put aside any physical attractions, or until you have an epiphany and realize that the idea of sex with a family member is just plain wrong.

I wouldn't have sex with someone just because we were cousins.
What you're really worried about is what OTHER people will think, since it's pretty clear that you or someone you know wants to have sex with a cousin.
So just decide what's more important: your opinion of yourself or other's opinions of yourself. This isn't black and white. It really depends on who your family is and how annoying they will be when they find out.

I am adopted so my cousins and I don't share blood, but you couldn't pay me enough to sleep with any of them.
