oncotic pressure is the pressure exerted by plasma proteins on the capillary wall. the result of the too low oncotic pressure can be edema - excess fluid buildup in the tissues. so i say that yes oncotic pressure pulls also because it is pulling fluid from the capillary walls its also known as colloidal osmotic pressure
